Dr Victoria Baines is a strategic advisor at the European Police Office (EUROPOL) in The Hague, where she is currently building the Strategy & Prevention function for the European Cybercrime Centre (EC3). She is responsible for research into cybercrime and child exploitation, the design of countermeasures, and awareness raising. Prior to this, she was Principal Analyst at the UK Child Exploitation and Online Protection (CEOP) Centre, and investigated online security breaches for a UK police force.

Victoria is the author of the iOCTA, the EU’s threat assessment on cybercrime, online child sexual exploitation and related phenomena. Her strategic insight into crime online has influenced national and international security strategies. She is Director of Project 2020, a strategic foresight initiative of the International Cyber Security Protection Alliance (ICSPA) to prepare governments, businesses and citizens for the future of cybercrime.
